The Government of India has launched the PM Viksit Bharat Rozgar Yojana (PMVBRY 2025), also known as the Employment Linked Incentive (ELI) Scheme, to support youth entering the workforce for the first time. This initiative, approved by the Union Cabinet in July 2025, aims to create more than 3.5 crore jobs in two years with a budget outlay of nearly ₹1 lakh crore.

The scheme provides direct benefits to employees and employers, but in this article we will focus only on the employee benefits (Part A of the scheme). Why PM Viksit Bharat Rojgar Yojana is launched?

India’s vision of Viksit Bharat@2047 places job creation and skill development at the center of growth. While many government schemes earlier focused on industries and employers, PMVBRY brings a direct advantage to first-time employees by supporting them in their initial job journey.

Starting a new job often comes with challenges – lower initial salaries, lack of financial knowledge, and adjusting to the work culture. This scheme aims to reduce that burden, motivate more youth to join formal employment, and make them financially literate.


Who is a First-Time Employee in PM Viksit Bharat Rojgar Yojana?

The scheme uses the term “First Timer” for eligible employees. You qualify as a First Timer if:

  • You have never been a member of EPFO earlier.

  • You join a company between 1 August 2025 and 31 July 2027.

  • Your monthly salary is below ₹1,00,000 at the time of joining.

  • Your employer is registered with EPFO and files PF contributions regularly.

👉 If you meet these conditions, you don’t need to apply separately. You will automatically be considered under the scheme once your employer files your PF details with EPFO.


What are the Benefits for First-Time Employees under this scheme?

The government will provide an incentive equal to one month’s wage (EPF wage) up to ₹15,000.

This incentive is released in two installments:

  1. First Installment – Up to ₹7,500

    • Paid after you complete 6 months of continuous employment.

    • Your employer must have filed 6 months of PF contributions for you.

  2. Second Installment – Balance amount (up to ₹15,000 total)

    • Paid after you complete 12 months in the job.

    • You must also complete a financial literacy program before receiving this installment.

To encourage savings, the second installment may be deposited in a special savings account or deposit instrument for a fixed time, ensuring that you use it wisely.


How you will receive the incentive under PM Viksit Bharat Rojgar Yojana?

The entire payment will be done through Direct Benefit Transfer (DBT).

  • The money will be credited directly into your Aadhaar-linked bank account using the Aadhaar Payment Bridge System (APBS).

  • If your bank account is not Aadhaar-seeded, the payment will be delayed until you complete seeding.

This ensures transparency and no middleman in receiving benefits.


Financial Literacy Training – A Bonus Benefit

One unique feature of PMVBRY is the mandatory financial literacy course for first-time employees. Before you get the second installment, you must complete this short training.

  1. When you join a new job, your employer registers you with EPFO and generates your UAN (Universal Account Number).

  2. Your employer files monthly PF contributions (Electronic Challan-cum-Return – ECR).

  3. Based on this record, EPFO identifies you as a first-time employee.

  4. After completing 6 months and then 12 months, your incentives are automatically credited to your Aadhaar-linked bank account.
