Recently the Government of Rajasthan has introduced Rajasthan Tourism Unit Policy 2024 and various other new policies providing various benefits for Tourism Sector in Rajasthan. What Is an Integrated Tourism Village?

An Integrated Tourism Village is a special type of tourism project that combines various elements of tourism—such as hotels, resorts, restaurants, camping sites, and more—into one integrated facility.

To create such a village, you need at least 15 hectares (150,000 square meters) of land. If you don’t have enough land, you can form a joint venture with others to meet the land requirement. The tourism unit must offer at least five different tourism activities, such as tenting, hotels, resorts, restaurants, or camping sites.

Resort Housing and Hotel Housing

The policy also introduces Hotel Housing and Resort Housing. This allows investors to combine hotels with residential units on the same property. Following are the main points in this regard.

  • For Hotel Housing, you must have a minimum land area of 8,000 square meters (if you already have a hotel) or 10,000 square meters (if starting a new project). You can allocate 35% of the land area for residential use and sell or lease these units.

 

  • For Resort Housing, the minimum land requirement is also 8,000 square meters. This allows for a combination of resort accommodations with residential units. These projects are ideal for rural or eco-tourism destinations.

Benefits for Tourism Projects

The Rajasthan Tourism Unit Policy 2024 and Rajasthan Investment Promotion Policy 2024 has offered various benefits for making investment in Tourism Sector in Rajasthan. Some of the key benefits include:

 

  • Land Allotment: If your project is worth more than ₹10 crore, the government can allot land to you. If your tourism project is already running and you’re looking to expand, you can apply for additional land from the government. This makes land acquisition much easier.

 

  • Stamp Duty Exemption: When you register the land, you get 100% exemption on stamp duty. This is a huge cost-saving benefit.

 

  • Land Conversion: The government will also provide 100% exemption on land conversion charges, which is typically a significant cost when changing the land use to a tourism project.

 

  • Interest Subsidy : The government is providing the interest subsidy in the range of 3% to 6% for the Tourism Units in Rajasthan.

 

  • Employment Generation Subsidy: The government is providing employment generation subsidy by way of reimbursement of 50% of EPF and ESI deposited by Employer for a period of 7 years for Rajasthan Domiciled employees.

 

  • Investment Subsidy: The government will also refund the 75% of SGST deposited through Cash Ledger for a period of 10 years.

 

  • Long-Term Licenses: In the past, licenses for hotels and resorts had to be renewed every year. But with the new policy, licenses will be valid for up to three years for fire safety and ten years for other operating licenses. This reduces the hassle of renewals and provides more stability for investors.

A Focus on Health and Sports Tourism

The new policy also emphasizes health and sports tourism. Here’s what you need to know:

 

  • Health Resorts: You need at least 8,000 square meters of land and a minimum investment of ₹2 crore. Health resorts must offer wellness services like yoga, meditation, and ayurvedic treatments, and must provide at least 10 rooms for accommodation.

 

  • Sports Resorts: For sports resorts, which focus on activities like golf courses, zip-lining, and adventure sports, you also need 8,000 square meters of land and ₹2 crore investment. There’s no minimum room requirement, but you must provide sports activities and possibly accommodation.

 

  • Interestingly, indoor and outdoor sports facilities (like badminton or cricket academies) are now also considered part of the tourism sector and are eligible for all tourism benefits.

How to Get Land for Your Project

The biggest challenge for many investors is acquiring land. The government has addressed this by reserving land in industrial and residential zones for tourism projects. Additionally, for existing tourism projects looking to expand, the government will allot land without auction, based on the DLCT (district land conversion rates).
